ANOTHER VICTIM OF BARBARIAN ACT OF GANG-RAPE

 

 

Islamabad: The Parliamentarians Commission for Human Rights (PCHR) has expressed its heart-rending concern over the gang-rape incident committed with Nazish Asghar in Sialkot. The background scenario of the case indicates that the gang-rape has been committed in planned and organized manner as the victim Nazish Asghar had been confined by the culprits for three weeks and during this period she was at the helm of the culprits’ barbarity. In a joint statement given by members PCHR, Eng. Gyan Chand Singh MNA, Mr. Mumtaz Matyana MNA, Mr. Javaid Ali Shah MNA, and Chief Coordinator PCHR Mr. Shafique Chaudhry has said that the incident has exposed an alleged involvement of police in the crime. Chief Coordinator termed the incident to be of grave nature as the victim had threatened to commit self-immolation along with her parents in front of the Parliament House.

 

They blatantly criticized the police authorities for negligence from their responsibility and showing favoritism towards the culprits. They have expressed their deep concern over the allegations of police official involvement in this heinous crime. They maintained that the crimes of such nature has reaffirmed the fact that the need for more strict laws and regulations is pressing need of the time so as to control the high-handedness of police authorities. They added that the PCHR has already submitted its recommendations before the Parliament so the culprits of such heinous crimes could not escape from the punishment. Members PCHR and Chief Coordinator Mr. Shafique Chaudhry appreciated the recent decision of the government to bring about reforms in the Civil Code Procedure, 1908, and Code of Criminal Procedure, 1898. The proposed reforms would help in curtailing police unlimited powers and illegal confinement of the persons without any cognizable reasons.

 

Members PCHR Eng. Gyan Chand Singh MNA, Mumtaz Matyana MNA, and Javaid Ali Shah MNA have maintained that the mishandling of the case by concerned authorities may encourage culprits to commit the crimes of such nature fearlessly with complete disregard of the law. They demanded that matter to be probed immediately so as to bring the culprits to the justice. They also demanded for legal, fair and impartial investigation against the alleged police personnel who has abetted the culprits in committing this barbarous crime. Mr. Sahfique Chaudhry further declared that soon PCHR will send fact finding mission to Sialkot to collect and record the detailed evidence of the case and the same will be submitted in the PCHR Executive Committee for further perusal. He also requested high judicial hierarchy to take suo moto notice of the case and also urged the government to make necessary security arrangements for the victim and her family.
