The participants at a seminar here on Thursday evening discussed various pros and cons of the proposed law on child labour and agreed to make a consensus upon legislation from the parliament to protect the rights of the children. The legislation would at least put some check on the employers who usually resort to physical abuse of the domestic child labour. The seminar “Child Domestic Labour and the role of parliamentarians was attended by people belonging to different shades of life including MNA, MPAs, representatives of ILO, journalists, social workers, labour, leaders and students, representatives of the NGOs, and officials of the provincial labour department. Member National Assembly Maulana Rehmatullah Khalil Director Parliamentarian Commission for Human Rights (PCHR) in his concluding remarks assured to accommodate suggestions and proposals of the participants on final bill of the legislation to be presented before the National Assembly for approval.
He said the draft bill would be debated in all the four provinces. Member Provincial Assembly Arshad Khan member PCHR NWFP Chapter said, we should concentrate on resolution of the problem and underscore the need to promote education to make people aware of the negative effects of the child labour.” District Nazim Peshawar Azam Afridi, in his remarks called for legislating the matter from parliament but with consensus of the provinces as finally the federating units would implement it. Chief Technical Officer ILO Mr. Ahmet Ozairmak also supported the idea of legislating the child labor and said positive points of the draft bill should be given legal cover. However, he maintained that child labour has not been legislating in any member country of ILO, which ratified ILO convention 182 and 138. Earlier, journalists Rahimullah Yusafzai from News, Faiz-ur-Rehman Bureau Chief, APP Peshawar Waseem Ahmed Shah Daily Dawn, labour leader Gul Rehman, social worker Begum Simi Mehmud Jan MPA, Nasreen Khattak MPA, Ghaliba Khurshid MPA, Azam Khan of transport labour federation and MPA from minorities Gorsaran Lal expressed their views about the proposed piece of legislation on child domestic labour.
