PCHR EXPRESSED SERIOUS CONCERN OVER THE INCREASING RATIO OF POLICE TORTURE AND CUSTODIAL DEATHS
Islamabad: The number of severe ill-treatments, torture on prisoners in custody of police, custodial deaths describes the poor law and order situation and human rights violation in the country. The police and other state institutions have failed to control the police abuse with appropriate disciplinary measures. Police has a licence to use force, with lethal consequences for the protection of society.But the exercise of this licence is frequently misused by police these days. This was stated by executives members of PCHR including Chairman PCHR Riaz Fatyana MNA, Executive Director PCHR Ms.Kashmala Traiq MNA ,Abdul Mujeeb Pirzada MNA.PCHR members further stated that newspapers are daily reporting disturbing record of police torture. Which is clear indication of alarming situation of human rights violation in the country. There is execessive need to analyse the contexts of police violence, and to think hard about its causes and procationry measure over this foster abuse of police torture.
Taking about the issue, fourm of Parlimantarians Commession for Human Rights suggested that police training must include best practice in police investigation. Police torture is not just illegal but also counterproductive because it is cruel, inhuman, and degrading.
Eminent members of commession said that Pakistan has moved steadily in the direction of a civilized society. It has a Constitution and Penal Laws which have been made under the constitution to keeps order in the society and prevent people from disturbing peace. Theses laws define acts which are offences against the society and specify punishment for those who commit those acts.
Chief Coordinator PCHR, Mr Shafique Chaudhry said that Pakistan's police force has been fiercely criticized for custodial killings, torture and human rights violation. He further stated that torture and custodial killings are un-Islamic, and hence criminal acts.
It was agreed upon by all participants of Parliamentarians Commissions for Human Rights (PCHR) that the menace of police torture need to be addressed carefully. Government should take serious notice of increasing ratio of custoial deaths and police torture. However, it was also suggested that the phenomenon of police torture must be seen in the backdrop of larger psycho-social patterns of our society. Parliamentarians expressed their concerns about the cruelties and inhuman attitudes of police officials to curb human rights violation in the form of police torture.
